　　一、為了適應我國對外開放和國內(nèi)外各界人士全面、準確地了解我國涉外法律、行政法規(guī)的需要，中華人民共和國國務院法制辦公室編輯了本匯編。二、本匯編匯集了2009年經(jīng)全國人民代表大會或者全國人民代表大會常務委員會制定的法律和有關法律問題的決定以及國務院制定的行政法規(guī)（以下稱“法規(guī)”）共39件。本匯編分為：憲法類、民法商法類、行政法類、經(jīng)濟法類、刑法類等5類，每一類下分為若干項。三、本匯編按照分類、先法律后行政法規(guī)以及法律、法規(guī)發(fā)布的時間先后排列。四、本匯編收入的法律的英文譯本，由全國人民代表大會常務委員會法制工作委員會提供；行政法規(guī)的英文譯本，由國務院法制辦公室組織翻譯和審定。參加行政法規(guī)英文譯本審定工作的專家有姜桂華、褚廣友、童孝華、王薛紅等。五、本匯編收入法規(guī)的英文譯本與中文本有歧義的，以中文本為準。六、本匯編在編輯和翻譯過程中，國務院有關部門和其他有關方面給予了大力支持和協(xié)助，在此謹致謝意。
